Steering committee: members of County, County Borough, District Councils whose areas adjoined River Mersey Estuary; Mersey and Weaver River Authority; Lancs and Western Sea Fisheries Joint Committee and Rimrose Brook Joint Sewerage Board; representatives of Mersy Docks and Harbour Company and Merseyside industries.
Terms of reference: consider the extent and causes of pollution of River Mersey and the effect on amenities of adjoining areas; recommend courses of action to local authorities and commercial and industrial organisations to produce (within 10 years) the most effective /lasting improvement in the condition of the Mersey estuary and foreshore. Courses of action to pay paricular regard to ensure estuary water at all times contains sufficient level of oxygen to obviate odour nuisance; obviate fouling of foreshore and beaches by crude sewage, solids/fats from industrial effluents
