Administrative History | CABINET POLICY AND PERFORMANCE PANELS TERMS OF REFERENCE The Cabinet has appointed eight Policy and Performance Panels.
Their core purpose is: 1) To develop future policy proposals in accordance with the Council Plan. 2) To review implementation and performance of policy decisions taken in the respective area of cabinet responsibility on a three monthly basis. 2) In the event of policies not delivering against the set objectives, to recommend to Cabinet changes to policies to ensure more effective delivery.
Core Principles The Policy and Performance Panels operate in a way that reflects the core principles of: - open, fair and transparent decision making - tackling inequality and promoting opportunity - delivering safer communities for our residents and in particular the young and vulnerable - best value for residents - efficiency and effectiveness
Overview and Scrutiny has the ability to review and scrutinise services provided by the Council and the effectiveness of the Cabinet and PPPs. The operation of PPPs does not interfere with either the role or the independence of the Overview and Scrutiny Committee. The PPPs may refer items to the Overview and Scrutiny Committee for consideration.
Composition: The following policy and performance panels (PPP) are appointed with membership as indicated: Economic Development and Infrastructure (5:4) Environment and Community (5:4) Children and Young People (4:3) Adult Social Care (4:3) Culture and Leisure and Wellbeing (4:3) Legal and Finance (4:3) Housing (3:2) Democracy and Workforce (3:2) The areas of responsibility for each PPP shall be aligned to the scope of each Cabinet Member's portfolio. Each PPP shall develop and implement a workplan.
The role of PPPs is advisory and any decision making flowing as a result of the work of the PPPs is made in accordance with the Council's Constitution.
Operating Principles The Policy and Performance Panels: are chaired by the relevant portfolio holder meet 6 weekly or as required by the Cabinet Member meet at least 2 weeks before the relevant Cabinet meeting to review or inform any key decision reports that the Cabinet Member wishes the PPP to examine and consider emerging policy and longer term policy development are supported by relevant by Heads of Service meet in public may be web cast at the discretion of the Chairman of the relevant PPP publish minutes on the Council¡¦s website
Co-opted members PPPs may appoint co-opted members taking account of any advice or guidelines issued from time to time by the Council. Co-opted members may be appointed in respect of a prescribed period or in relation to the consideration of specific matters. Cheshire West UK Youth Parliament will be invited to send up to 2 representatives to each PPP as co-opted members. Co-opted members appointed under paragraph 6.1 will be entitled to participate fully in the work of the Committee (subject to any conflicts of interest) but will not be entitled to vote.
Task Groups PPPs may constitute Task Groups as they consider necessary to undertake the work of the Panel. There will be no limitation on who may be appointed to a Task Group. PPPs will endeavour to publish on the Council's website details of the membership and Terms of Reference of each Task Group and will require periodical progress reports from Task Groups. |
