Administrative HistoryTurnpike trusts were established between 1663 and 1870 usually by private acts which empowered them to build and maintain a stated section of road in exchange for charging a toll. Roads were progressively disturnpiked from 1871 and handed over to highway boards and parishes, with some financial help from quarter sessions after the Highways and Locomotives Act 1878 (see Disturnpiked Roads Committee minutes (pl 1)). In 1889 the county councils took over main roads formerly administered by turnpike trusts, and, from 1894, urban and rural districts the remainder.
