Smith, 11 Feb 1874, explaiining that under the Elementary Education Act 1870,, effiicient schools must be provided wherever there are children to go to them; the Department must be satisfied that existing schools are doing their work, hence the proposed inspection of Meadow Bank School; that refusal to co-operate would result in the school being treated as non-existing, a School Board would be elected and a new school provided
