Description | Thomas Sutton, servant to Peter Warburton, Christopher Hoole, carpenter, married to the daughter of Alderman Richard Rathburne, and James, son of the late Alderman John Smith (some doubt of his being base-born having been removed), are to be admitted, Sutton gratis, Smith as the son of a freeman, and the rest paying 40/-. Rehearses the relevant portions of the wills of Hugh Offley (May 14th. 1594) and Robert Offley (April 9th. 1596.), whereby sums of money are bequeathed to the City, to be loaned out for periods of years to four and twenty-four young freemen respectively. (ZA/B/1/250). Decided that the normal method of selection by vote is unsuitable, and a ballot is accordingly held to choose the young men for the first series of loans.
