Description | The Highways Act, 1862, empowered justices in quarter sessions to divide counties into highway districts for the upkeep of roads. In 1863, twelve highway boards including Broxton West were established in Cheshire, supervised by county quarter sessions. A supervisory highways committee was established for the county after the Highways and Locomotives (Amendment) Act, 1878. Cheshire County Council became responsible for main roads in the mid 1890s.
