DescriptionThese papers have been divided into four groups: Council Committees, Special Committees, Joint Committees and Voluntary Committees and the committees in each group are arranged in chronological order of the establishment of the committees.

The records of the Council Committees and Special Committees, i.e. committees whose minutes were recorded in the Special Committees minute books, are complementary to the records of the Town Clerks Department where more material can be found in the year bundles up to 1878 and the files for individual committees from c.1880 to c.1900, DT/1/ and DT/2/. The papers for these committees in this series in many instances are miscellanea or year bundles for a particular committee up to the early 1860s, when the main series of monthly bundles for the Town Clerk's Department begin, or, after this date, bundles of letters and papers on a particular subject, e.g. byelaws,- relating to a particular committee and considered by the clerks at the time to be too specialized or bulky to be included in the monthly bundles for the whole department. The records of the Joint Committees, i.e. committees representing Chester Corporation and other authorities, and the Voluntary Committees, i.e. committees usually established at public meetings with the mayor as chairman, listed here include all surviving minutes and papers relating to these committees.
