Description	(Lawrence Smith, Mayor.). The City's revenues to be always expended by the Treasurers or Muragers with the assent of the whole Assembly, and not on the direction of the Mayor alone (with the exception of the payment of certain regular fees). Sergeants - at - Mace to be appointed by the whole Assembly.
