DescriptionIn spite of the regulations in force at the new Common Hall, non-free traders still succeed in conducting clandestine transactions among themselves to their own profit; therefore, no foreigner to be permitted to purchase goods in the Common Hall, and no freeman to purchase goods for the use of a foreigner (fine, 40/- for a first offence, and thereafter to lose his freedom.).
