Dear Sir,

I have this morning received the Petition and your letters. As I cannot proceed in the matter until I know the decision as to the Panter Arms will you let me hear from you on this point as soon as possible -- for if I present the Petition as it is, your Son will not be able to quarter the Arms should it be so wished, the prayer of the petition will require a little addition to enable him to do so -- If the Arms of Downes alone are to be taken then the prayer will be correct.

I shall have to trouble you to write a few lines which please address to W. Aston Blount Esq: Chester Herald" and enclose it to me to the effect that the application of your Son for permission to take the Surname and Arms of Downes meets with your full approbation and that such is your wish. It is merely to satisfy the Secretary of State that you are an assenting party for the application in case I am called upon for it. Let me hear from you on this and the other point at your early convenience
